Policy Analysis and Planning Unit: Making
Policy That Works - Participatory Policy Formulation Process in
HP Forest Sector, Sushil Kapta, Policy, Analysis and Planning
Unit.
The consultation process and discussions during
the participatory policy formulation process make the stakeholders
feel responsible to be part of such an initiative. Some important
suggestions that emerged from consultations are that land tenure
issues need to be addressed clearly by forest policy and law,
particularly in regard to the links between tenure and participative
planning and management. Land tenure policies should include long
term, inheritable tenure in common land as well as redistributed
land. Strategies for extension services should be explicitly focused
on building existing practices in natural resource management.
Monitoring is important for sustainable harvesting of forest and
woodland products such as fruits and medicinal herbs. It emerged
also from the consultations that were held, that a major contributor
to over-exploitation of forests and woodlands is the under valuing
and under pricing of forest products and the new forest policy
should ensure the evaluation of product pricing. There is dire
need for educating and informing farmers and other land users
and managers and communities about policies, options and procedures
for managing natural forests and woodlands. Apart from suggestions
that emerged from consultations the study lays down the salient
features of the new forest policy.
