The report contains a collection of 12 scholarly articles by eminent economists, educational administrators and senior faculty members. The report portrays the perspectives of growth-oriented economy in Himachal Pradesh. The work emphasizes that if the economy of the state is to be imparted a strong growth-orientation, the issues and problems that are afflicting its component sectors and the macro-economy as a whole need to be identified and pinpointed. The authors of various chapters have extensively examined each separate sector of economy. The issues and problems are brought together so as to provide an integrated picture of state's economy and its constraints, and based on these to finally present an integrated action plan, as an imperative for pushing the economy to a higher growth trajectory. The authors of different chapters of this volume have presented their perspectives on the action plan and strategies that need to be adopted for accelerating economic growth in various sectors of the state economy. These authors have first of all attempted to identify the issues, problems and constraints of the respective sectors, the growth and current status of which each of them has tried to study. Then, they have offered a plan of action for promotion of growth of the respective sector of the economy which each one of them has separately dealt with. The effort has been to bring together these sector-specific suggested strategies and plans of action and turn these individual perspectives into an integrated plan of action. This plan of action is discussed under thee heads: Promotion of growth of commodity production and service providing sectors, infrastructural development, employment generation, preservation of the environment, and public policy initiatives.
